وأصبح السلطان في يوم الثلاثاء سادس عشرين شعبان جمع القضاة والخليفة وطلب شيخ الإسلام جلال
الدين البلقيني وقص عليهم خبر قرا يوسف وما حصل لأهل حلب من الخوف والفزع وجفلتهم هم وأهل
حماة وأن الحمار بلغ ثمنه عندهم خمسمائة درهم فضة والإكديش إلى خمسين دينارًا وأن قرا يوسف
في عصمته أربعون امرأة وأنه لا يدين بدين الإسلام وكتبت صورة فتوى في المجلس فيها كثير من
قبائحه وأنه قد هجم على ثغور المسلمين ونحو هذا من الكلام. فكتب البلقيني والقضاة بجواز قتله وكتب
الخليفة خطه بها أيضًا وانصرفوا ومعهم الأمير مقبل الدوادار فنادوا في الناس بالقاهرة بين يدي
الخليفة والقضاة بأن قرا يوسف يستحل الدماء ويسبي الحريم فعليكم بجهاده كلكم بأموالكم وأنفسكم
فدهي الناس عند سماعهم ذلك واشتد قلقهم. ثم كتب إلى ممالك الشام أن ينادى بمثل ذلك في كل مدينة
وأن السلطان واصل إليهم بنفسه. ثم في يوم الأربعاء سابع عشرين شعبان المذكور نودي بالقاهرة في
أجناد الحلقة بتجهيز أمرهم بالسفر إلى الشام ومن تأخر منهم حل به كذا وكذا من الوعيد.

On Tuesday 26/08 in the morning the sultan assembled the chief judges and the caliph and summoned Shaykh al-ʾIslām Jalāl al-Dīn al-Bulqīnī. He told them the news of Qarā Yūsuf and the fear, fright and flight that had afflicted the people of Aleppo and of Hama. He told them that the price of the donkeys there had reached 500 dirhams of silver, and that of a packhorse was 50 dinar. He also said that Qarā Yūsuf had marriage ties with forty women, and did not adhere to the Islam. A fatwa was written in the council in which many of his horrendous deeds, his attacks on the frontier of the Muslims and similar things were mentioned. Al-Bulqīnī and the chief judges then wrote the authorization for his killing, and the caliph added his signature. Then they left, with amir Muqbil the dawādār. They announced, in the presence of the caliph and the chief judges, to the people of Cairo, that it was legal to shed the blood of Qarā Yūsuf and to capture his women, and that they all had to wage a holy war against him, with their possessions and their lives. When the people heard this, they were astounded and very disturbed. Then it was written to the Syrian provinces to make similar announcements in every city, and to announce that the sultan in person was coming to them. Then, on Wednesday, 27/08, it was announced in Cairo to the soldiers of the ḥalqa to prepare for the journey to Syria, and those who stayed behind were threatened with such-and-such penalties.
