He is responsible for the ʾiqṭāʿs.
Procedure:
Either by means of a murabbaʿa containing the ʾiqtaʿāt which the nāʾib has assigned to its lord untill his death and the like. It is completed with the signature of his dīwān. The nāʾib sends it to the the august gates to include the august signature of the sulṭān. It is brought to the dīwān al-juyūsh in Egypt to include a lasting attestation and to draw up a murabbaʿa from it, including its requirements so as to make a manshūr from its copy as its instruction used to be applied.
Or either by the composition of august manāshīr, issued from the august gates for his dīwān, kept for the purpose of the accounting of the holders of ʾiqṭāʿāt. By no means are manāshīr composed in Syria, this belongs solely to the authority of the august gates. And if it contains the writing of the dast, it is signed in the Dār al-ʿAdl in general, by the muwaqqiʿīn, if not, then it is not valid. If the muwaqqiʿ meets with the majlis nazir jaysh, he is of a lower rank than his fellow muwaqqiʿīn, legal power of this nāẓir comes from the sultanic gates. In his dīwān, there are several mubāshirs of the dīwān as well as kātibs and shuhūd, their legal authority assigned from the sultanic gates with a tawqīʿ karīm. The nāẓir al-jaysh is the one who rules in the courts of the dīwān like the mustawfī al-murtajaʿ in Egypt.
