It already preceded that only the nāʾibs as-salṭana in the Syrian mamlakas are independant to appoint the wālīs of the districts, and also the small nāʾibs, like those of the citadels and of the cities where the office of nāʾib is for an amir of ten. Sometimes they are independent in the appointment of some of the niyābas that are for amirs of forty, though the appointment of amirs of ten by the nāʾibs and of amirs of forty by the sultan is more frequent. The niyābas which are for muqaddams ʾalf are only for the sultan, and the niyābas which are for soldiers and muqaddams of the ḥalqa are only for the nāʾibs. As for the appointment of civil officials, like …, they are only for the sultan, without the nāʾibs. The others are sometimes appointed by the sultan, sometimes by the nāʾibs, and sometimes the appointment of one of them is done by one of the nāʾibs, and then it is confirmed from the sultanic gates.
On behalf of this nāʾib (of Aleppo) are also written tawqīʿs for the officers in Aleppo and its districts : military, religious, civilian ….
